Project Controls Specialist / Seattle

JTS is seeking Project Controls Specialists for the Seattle office. The Project Control Specialists would be responsible for establishment of systems and procedures for information flow on scope, budget, and schedules between project team members and clients.

Scope of Position

The specialist serves as a technical expert providing project control support to capital project teams. The individuals successfully filling this position will have a broad knowledge of core project control methodologies and processes. And be able to establish or recommend systems and procedures for information flow on scope, budget, and schedules between project team members. This position works with client-agencies and/or primary consultants and may lead the activities of other project control staff. This position is not a supervisory role.

Key Functions

  • Provide advanced level project control support to assigned projects; track, update, and report contract and project progress for cost and schedule.
  • Provide support to project managers with negotiations to support change orders; maintain and update system files for contract and forecasted costs, tracking, and other administrative functions for assigned contracts; establish cost exhibits to accurately reflect task work breakdowns; set up schedule of values/bid items in system; assist clients to develop allocation or distribution rules for accurate accounting of costs against the contract.
  • Provide support to project managers in the development of engineer's estimates, documenting assumptions for cost, validating actual expenses, variance analysis, forecasting, and updating forecasts for estimated cost-to-complete; provide technical support in developing cashflow and annual spending plans using project control cost model.
  • Monitor contracts and ensure contract compliance with any scope, cost, and schedule changes; prepare progress payment submittals for contract progress, compliance with scope of work, and progress against contracted period of performance; assist project manager in monitoring contract progress including reporting accurate and timely processing of progress payments, change orders, and contract closeout.
  • Review, track, and forecast project cost; prepare cost reports; report overruns and/or potential overruns for corrective action; forecast Estimate For Completion; report variances;
  • As an owner representative provide support to changes to contract; prepare change control package in compliance to client-owner processes and procedures.
  • Review design and contractors schedule submittals to validate monthly progress payment request; report on progress versus planned schedules.
  • Perform independent review and analysis of consultant/engineer cost estimates, provide comments to the Project Manager and the Project Control Manager
  • Perform a full range of reporting duties; provide support to project managers in the preparation of project progress reporting; perform a variety of analysis including forecasting and trending, cashflow modeling, critical path analysis, and related analysis; provide cash-flow analysis report; assist with the preparation of risk assessments and specialized reports.
  • Prepare earned value reports to validate results.

Qualifications

The requirements below are representative of the knowledge, skill and/or ability required.

  • Demonstrated knowledge of project management principles and techniques, including scheduling methods and cost control
  • Knowledge of contract administration and construction management principles and techniques
  • Demonstrated familiarity with state and local government agencies and the ability to interpret and apply relevant policies
  • Demonstrated knowledge of public works contracting, including engineering services and construction contracting; knowledge of contract terms, procedures, requirements, and regulations
  • Ability to be organized, accurate, and timely
  • Ability to handle multiple assignments at the same time
  • Demonstrated attention to detail and ability to set and meet deadlines
  • Ability to work as a member of the project controls team as well as with project team and client owner staff
  • Demonstrated strong math skills
  • Excellent computer systems skills with working knowledge of computer relational databases, Excel spreadsheets, contract administration and financial systems, and budget control monitoring tools.
  • Familiarity with project scheduling tools
  • Ability to review and analyze project and contract changes and related budgetary information to determine the potential cost impact on a project.
  • Ability to analyze and synthesize information in a concise manner and to participate in strategies to resolve problems.
  • Strong oral and written communications skills and the ability to apply appropriate communication techniques to various audiences.
  • Positive customer service orientation.
  • Strong interpersonal skills required, demonstrating a consistent commitment and ability to work with diverse work groups and individuals. Education and Experience Related experience may substitute for education on a year for year basis. A Bachelor's degree in Construction Management or in Engineering or Architecture or a combination of education and relevant project controls experience that provides an equivalent level of knowledge, skill and ability as outlined above.
  • 5+ years experience in project controls.
  • 5+ years experience in project scheduling.

License or Certificate

  • Possession of a CCE/CCC and/or CEP from AACEI is desirable.

Project Cost Estimator / Seattle

JTS is seeking Project Cost Estimators for the Seattle office with proven experience to serve as the technical staff for critical project control functions and to have a broad technical knowledge of project controls including cost estimating and risk analysis. The role is to prepare cost estimates on large public works contracts to support change order process, value engineering, and engineers' estimates for resident engineer, construction manager or project manager.

Key Functions

  • Preparation of detailed cost estimates at different stages of project design completion for construction of large capital project including total project estimate compilation, cost estimate presentation/reporting, back-up documentation, assumption and basis of the estimates.
  • Preparation of estimates and cost impact analysis related to project.
  • Preparation of cost estimates to support public works funding agreements and understanding of regulatory required formats for funding/grant request submittals.
  • Assist in project risk assessment, conduct construction risk analysis and risk mitigation.
  • Assist in preparing monthly forecast 'Estimate to Complete' report.
  • Develop cost estimate database based on historical data, continually maintaining database based on current market prices.
  • Develop and implement standards for the preparation of cost (check) estimates (independent cost estimates) for change order/contract amendment negotiations.

Qualifications

  • Advanced knowledge of construction cost estimating principles. Knowledge of construction project scope documents, design drawings and design specifications related to light rail, wastewater conveyance, residential sound mitigation, transit facilities and military base improvement projects. Have experience in cost control and estimating database programs including establishing control baselines and maintaining system with estimating and cost data.
  • Required knowledge of construction methodologies on public works projects and resource/crew.
  • Demonstrated ability in preparing total cost estimates for major projects, including Light Rail.
  • Demonstrated ability to analyze and resolve (quantity) conflicts between scope of works documents, design drawings and design specifications.
  • Ability to communicate effectively, orally and in writing, including technical report.
  • Writing and presentations of cost estimates/analysis to resident engineer, construction manager or project manager.
  • Ability to establish and maintain cooperative relationships with all levels of client and agency management.
  • Ability to work with diverse work groups and individuals.
  • Minimum Education and Experience Related experience may substitute for education on a year for year basis.
  • A Bachelor's degree in Engineering, Construction Management, Architecture or related field.
