University Link Civil Engineering and Architectural Final Design Services

A joint venture consisting of the firms of Jacobs Associates, HNTB, and Earth Tech (now AECOM), providing civil engineering and architectural final design for 3.15 miles of in-tunnel light rail double-track line between the Pine Street Stub Tunnel in downtown Seattle and the University of Washington Station.

Role:

JTS provided contract administration and document control services on this project. JTS provided support on key management tasks that included bid support services.

As part of the Contract Administration services, JTS coordinated the final specifications for the different contract packages getting released for bid. JTS also provided oversight of the day-to-day administrative tasks, coordinated with IT and facilities as the project team expanded, prepared month and quarterly reports, monitored costs and outlays, attended and recorded meeting minutes from project review meetings. JTS was involved with processing sub-consultant contract documents that included sub-agreements, progress reports and monthly invoices.

Document Control services included the design, development, and implementation of two document management systems called E-Room and SharePoint.

Professional Services for Construction Management Services for the Ballard Siphon Replacement Project

The Ballard Siphon project rehabilitated a 70 year old wooden sewer pipe that extended across the floor of Salmon Bay near the Hiram M. Chittenden Locks. The new 84 inch siphon pipe replaced the two 36-inch wooden stave pipes and will meet north Seattle's wastewater conveyance needs into the next century. The existing siphon will be cleaned out and relined as part of this project. Additional equipment to support the new pipe has been installed at the Ballard Regulator.

This project strengthened the existing infrastructure and will protect water quality in the Lake Washington Ship Canal, and is providing the needed capacity to support the projected growth in the north Seattle area.

Role:

JTS provided independent estimating services to validate estimates submitted from the general contractor requesting design modifications. Responsibilities included project site visits, taking pictures for documentation and estimation purposes, evaluation of plans and specifications to provide accurate takeoffs.

University Link Systems Construction Management Consultant Services

University Link (U-Link) is a 3.15-mile light rail extension of Link Initial Segment, located entirely underground with tunnels traveling east from Pine Street, under the I-5 freeway to an underground station at Capitol Hill, continuing north beneath SR 520 and the Lake Washington Ship Canal to an underground station on the University of Washington campus, near Husky Stadium.

The University Link systems contracts involved the design and installation of track and special track work, signaling system, traction power, overhead catenary system, communications equipment, supervisory control and data acquisition (SCADA), emergency ventilation controls and network systems.

Role:

JTS provided document control services on this project. JTS managed the projects central document control systems electronically using SharePoint and maintained on-site hard copy storage. The process involved receiving and scanning documents into SharePoint and Primavera Contract Manager required extreme accuracy. Each document had to be entered and categorized for easy retrieval by the project team located at different project offices. This was achieved by entering searchable metadata into SharePoint. This also allowed our team to implement document workflows, and conducted regular file audits. As part of the Document Control services; JTS insured the project was in compliance with Sound Transit's Document Control procedures as well as all regulatory records management guidelines.

Central Waterfront Design Services

The Central Waterfront Project is one of the most significant civic projects in Seattle's 150-year history. With the decision to remove the aging Alaskan Way Viaduct and replace the Elliott Bay Seawall, Seattle has an once-in-a-lifetime opportunity to reclaim its downtown waterfront, reconnect the city to Elliott Bay, and set an example for the sustainable development of the rapidly-urbanizing Puget Sound shoreline. As important, we have the opportunity to be a part of creating a new "heart" for our City - a dynamic and forward-looking public space accessible and attractive to people from all walks of life, and connecting both the physical and the cultural fabric of our city to Elliott Bay.

Role:

JTS provided document control services on this project. The services provided include writing the document control implementation plan and made recommendations outlining Microsoft SharePoint system automation improvements.

To enhance deliverable tracking and to effectively control the project documents, JTS recommended system enhancements and designed the project document control naming convention.

JTS also conducted quality assurance of the document control system by reviewing naming conformance and submittal of deliverables and provided training materials for architect and engineering leads.
